CPCCLTC4001 - Licence to Operate a Tower Crane

This unit specifies the skills and knowledge required to safely operate a tower crane. Tower crane work involves a boom crane or a jib crane (with horizontal or luffing jib) mounted on a demountable or permanent tower structure. Self-erecting tower cranes are not included in this unit of competency.

A person who demonstrates competency in this unit must be able to provide evidence of the ability to:

  • Comply with OH&S licensing legislation
  • Communicate and work safely with others in the work area
  • Assess risks and management procedures (particular awareness of the risks associated with overhead powerlines/electrical cables, wind, etc)
  • Operate a tower crane for the lifting and moving of loads to the safe working rated capacity in conjunction with other
  • Appropriate personnel
  • Apply appropriate mathematical procedures for estimation of loads.

Licensing/Regulatory Information
Legislative and regulatory requirements are applicable to this unit of competency.

This unit is based on the licensing requirements of Part 4.5 of the Model Work Health and Safety (WHS) Regulations and meets Commonwealth, State and Territory HRWL requirements.

The National Assessment Instrument (NAI) is the mandated assessment for the HRWL to operate the relevant licencing class as detailed in this unit.

Entry Requirements

  • White Card (CPCWHS1001 Prepare to Work Safely in the Construction Industry)
  • Current Dogging Ticket (CPCCLDG3001 Licence to Perform Dogging)
  • Minimum of 2 years experience in or under a tower crane or
  • Minimum of 2 years mobile crane operating experience
  • No jewellery to be worn on hands.
  • Stud earrings only.
  • Long hair must be tied up at all times when out on the hard stand or shed.
  • Any other items deemed unsafe by the Trainer and Assessor.

What to bring to class?

  • PPE – hard hat, safety footwear and safety vest
  • White Card (CPCWHS1001 Prepare to Work Safely in the Construction Industry)
  • Photo ID – Current WorkSafe High-Risk Licence in Dogging

Who is required to have a tower crane licence?

A tower crane ticket is required to operate tower cranes in Australia*. This can be for work sites such as construction sites, large-scale manufacturing operations, mine sites, wharves, etc. As such, safe set-up, operation and hazard management are critical to avoid incidents or injuries and to carry out crane operations safely. Crane operators often work closely with doggers, observing and following their directions to guide loads into position.

Under the WHS legislation, you must be licenced to operate cranes in Australia. A crane licence is also required if you intend to use an earthmoving machinery/mobile plant to hoist any load. Additionally, you will need to apply for a High-Risk Work Licence from WorkSafe, which we can assist you with.

*Note that for self-erecting tower cranes, an additional licence is required.

  • Ability to inspect and select appropriate lifting equipment, including conducting sling and load calculations
  • Thorough comprehension of pre-start, pre-operational, and post-operational inspections for tower cranes
  • Proficiency in reading and interpreting load charts
  • Skill in setting up a crane for safe operation
  • Familiarity with load monitoring indicators (LMIs)
  • Competent operation of a crane based on hand, whistle, and radio signals
  • Proficient handling and shifting of various types of loads

How do you obtain a tower crane licence?

All workers involved in operating a crane must have formal training to be qualified. They also must hold a high-risk work licence.

The CPCCLTC4001 – Licence to Operate a Tower Crane is nationally accredited training and is accepted all across Australia.

But to enrol in tower crane training and obtain your tower crane licence, you must meet the following criteria:

To be eligible to participate in the CPCCLTC4001 – Licence to Operate a Tower Crane course, learners need to be 18 years or older, hold a valid White Card and have successfully obtained a Licence to Perform Dogging. 

You must also have a minimum of 2 years experience in or under a tower crane, or a minimum of 2 years of mobile crane operating experience.
